HVUT Form 2290 Excise Tax

A highway vehicle is any vehicle designed to carry a load over public highways. Examples of highway vehicles are passenger automobiles, motorcycles, buses, and highway-type trucks and truck tractors. A highway vehicle is a vehicle designed to perform one or more of the following highway transportation functions:

  • Haul a particular type of load, such as passengers, furnishings, and personal effects (as in a house, office, or utility trailer).
  • Haul a special kind of cargo, goods, supplies, or materials.
  • Perform some off-highway task unrelated to highway transportation.

HVUT is excise tax only applied to highway motor vehicles with a taxable gross weight of 55,000 pounds or more. Vans, pickup trucks, panel trucks, and similar trucks are not subject to this excise tax.

Owner-operators of highway vehicles are required to pay a Heavy Highway Vehicle Use Tax (HVUT). After paying the requested tax, a Stamped Schedule 1 will be issued. The Stamped Schedule 1 is considered proof of payment and must be presented to register the taxable vehicle with the Department of Motor Vehicles or to enter the United States in a Canadian or Mexican-registered taxable vehicle.
