HVUT Form 2290 Excise Tax

A highway vehicle is any self-propelled vehicle designed to carry a load over public highways, irrespective of whether it is designed to perform other functions. Examples of vehicles designed to carry a load over public highways are passenger automobiles, motorcycles, buses, and highway-type trucks and truck tractors. A vehicle is a highway vehicle even though the vehicle's design allows it to perform a highway transportation function for only one of the following.

  • A particular type of load, such as passengers, furnishings, and personal effects (as in a house, office, or utility trailer).
  • A special kind of cargo, goods, supplies, or materials.
  • Some off-highway task unrelated to highway transportation.

Heavy Highway vehicle use tax: You must report the federal excise tax on the use of certain trucks, truck tractors, and buses used on public highways on Form 2290, Highway Vehicle Use Tax(HVUT) Return. This excise tax applies to highway motor vehicles with a taxable gross weight of 55,000 pounds or more. Vans, pickup trucks, panel trucks, and similar trucks are not subject to this excise tax.

Registration of vehicles: You need to pay your heavy highway vehicle use tax(HVUT) to register your taxable vehicle with your state motor vehicle department or to enter the United States in a Canadian or Mexican registered taxable vehicle. Generally, a copy of Schedule 1 (Form 2290) is stamped by the IRS and returned to you as a proof of payment.
